It would be nice to be able to define time savings on an action and not just the workflow itself. Right now, you can define time savings on actions but they don't relate to Rewst Time Savings, only PSA.

This would be helpful for workflow listeners where I can define a noop further down so that time savings are only applied when the workflow listener actually does something.
