At the moment it is not possible to allow users to upload formats other than UTF-8. For some use cases it would really be nice if other formats were supported. Perhaps with an option in the form element, to specifically allow other formats?

For example, a supplier-generated CSV that comes in a different format; It's unpractical if we need to upload these CSV's with some manual reformatting process
