Add tagging functionality to Templates

Similar to workflow tagging, please implement tagging on Templates. This would allow us to better organize Templates based on intended use or stage of production without cluttering the name field.

Adding a comment here, we can currently tag if the template editor is opened, but the tagging functionality from the list of templates page is missing
