Allow users to create groups to set a role or any rules against.

More granular permissions for the existing Roles features which allows you to hand pick which parts of each integrations actions are able to be visible, available to use and actionable by the user.

Also to be able to create a group which is linked to a Role, where it is provided it's permissions, assign multiple users to that group and allow us to specify which forms members of the group are entitled to use.

For example, I have a holiday request form that I want non-approver level "end users" to fill in a form to create a huntress exception, but I don't want to add them as a "Forms User" which would give them access to something like a new Microsoft Account onboarding form.

It needs to be granular.
